UIBE Law School Held the Launching of Business and Economic Law Review and the Law Journal Development Seminar

On December 26, 2018, the School of Law of University of International Business and Economics held a grand conference on the publication of Business and Economic Law Review and the Law Journal Development Seminar. More than 40 guests gathered at UIBE to celebrate this academic event. They were from China Law Society, China Association for Periodical Legal, China Legal Science, Chinese Journal of Law, The Jurist, Peking University Law Journal, Studies in Law and Business, Tsinghua University Law Journal, Tribune of Political Science and Law, Law Review, ECUPL Journal, Global Law Review, Modern Law Science, Law Science Magazine, Oriental Law, Administrative Law Review, China Social Science Excellence, Journal of China University of Political Science and Law, Law and Economy, Chinese Law Review, China Review of Administration of Justice, CNKI, Peking University Law infoChina and legal department of the China Council for the Promotion of International Trade as well as many other departments.

Business and Economic Law Review is a legal professional journal that was approved by the University of International Business and Economics in March 2018. With the current international economic and trade situation changing and trade protectionism on the rise, the multilateral trade system is facing enormous challenges. In this context, University of International Business and Economics, School of Law have reviewed the situation and, with the support of relevant authorities, timely established the high-end academic platform of Business and Economic Law Review to strengthen research on international economic and trade law and domestic economic and trade legislation. Business and Economic Law Review adheres to the correct direction of public opinion and the direction of running journals, pays attention to the frontiers of domestic and foreign economic and trade laws, and focuses on the dynamics of international economic and trade legislation, the latest achievements in domestic economic and trade law research, and the rule of law in "One Belt and One Road" countries, etc. It also carries out international academic exchanges, and serves the major strategy of building and facilitating a new open economic system and the basic strategy of comprehensively governing the country according to law.

The opening ceremony was host by Professor Shi Jingxia, dean of the School of Law of University of International Business and Economics and the editor of Business and Economic Law Review, Professor Zhang Wenxian, member of the Party Group, vice-president and director of the Academic Committee China Law Society and Editor-in-Chief of Law and Social Development, Professor Wen Jun, deputy secretary of the Party Committee of University of International Business and Economics, Ms. Wang Liping, secretary-general of China Association for Periodical Legal, and Deputy Editor-in-Chief of China Legal Science and Zhang Naigen, vice-president of Chinese Society of International Economic Law and professor of Fudan University Law School delivered speeches at the opening ceremony.

On behalf of the school, Professor Wenjun, deputy secretary of the UIBE Party Committee, welcomed the guests and introduced the background and process of the publication. She expressed her gratitude to the leaders and experts who supported the publication, saying that UIBE will strongly support the law school to abide by the academic standard and support academic development. She further believed that we will do a good job in Business and Economic Law Review and hoped that the experts who participated in the conference will share their experiences on how to handle the academic characteristics of Business and Economic Law Review.

Vice President Zhang Wenxian, on behalf of China Law Society, gave a speech on the status of the journal peers and the author of the inaugural issue. He fully affirmed the positioning and characteristics of Business and Economic Law Review and pointed out the new changes and new situations of the international economic and trade pattern. He believes the issue of economic and trade law raised higher requirements. He hoped that Business and Economic Law Review would innovate in running the journal, consolidate the characteristics of the journal, pay attention to major realities and theoretical issues, and do a good job in the publication. Mr. Zhang also introduced the basic working ideas of the current China Law Society's evaluation of the development of journals, which attracted the attention of the journalists.

Professor Wang Liping,Deputy Editor-in-Chief on behalf of China Association for Periodical Legal, expressed her congratulations on the publication of Business and Economic Law Review. She welcomed the new force in the legal journal industry. She also pointed out that the legal journal should seriously study and understand the speech of President Zhang Wenxian. We must adhere to the correct political direction and value orientation, adhere to the scientific academic orientation, always bear in mind the role of legal journals in leading and serving, and play a greater role in deepening the rule of law.

Professor Zhang Naigen spoke on behalf of the author of the inaugural issue. He thanked Business and Economic Law Review for providing a high-end academic platform for high-quality international economic and trade rule of law research results. He believes that because the journal can continue to strengthen the demand for opening up to the corresponding countries, this platform can combine scientific research results with the country's policy needs. At the same time, he hoped that Business and Economic Law Review will become a forum for promoting the exchange of academic and practical circles and improving the level of China's economic and legal research.

After the opening ceremony, the conference focused on the two topics of "The Academic Positioning and Evaluation Mechanism of the Law Journals" and "Selection and Characteristic Innovations of Law Journals". Professor Wang Xixin, Editor-in-Chief of Peking University Law Journal and professor of Peking University Law School believed that the evaluation mechanism is a double-edged sword. On the one hand, certain evaluation mechanisms can guide legal research, but at the same time, if the evaluation mechanism is biased in guiding or consequence, the impact will be relatively large; and hoped to learn from CNKI, the factor of the number of documents should be objectively reflected in the publication impact factor, rather than one-sided pursuit of impact factors and reduce the number of posts.

Professor Xu Mingyue, Editor-in-Chief of Modern Law Science and professor of Southwest University of Political Science and Law, discussed the impact of the publication evaluation mechanism on universities and small subjects, and analyzed the balance between inviting famous writers and training young scholars. For the development of journals, Professor Xu proposed that the school as the organizer should attach great importance to it. The existing publication evaluation mechanism is an external evaluation system. The school can establish its own internal evaluation mechanism at the same time, and regard it as the core publication of the school under the premise of ensuring quality to encourage the enthusiasm of the outstanding authors of the school; if you do not pay attention to it, it will affect the development of the publication to a certain extent.

Researcher Zhou Hanhua, Editor-in-Chief of the Global Law Review and the researcher at the Institute of Law of the Chinese Academy of Social Sciences, fully affirmed the design and editing techniques of the publications. The Chinese and English annotations were standardized and beautiful; he also introduced his own experience in running the magazine, and later compared differences between Chinese Journal of Law and Global Law Review, he proposed to locate the theoretical and practical orientation of the publication, aim at the major real needs of the country, identify the theoretical intervention, and publish high-quality legal research articles that achieve high integration of domestic and international research.

Professor Gao Shengping, the Responsible Editor of The Jurist and Dean of the Law School of Renmin University of China, affirmed the column design of Business and Economic Law Review, focused on how to reflect the characteristics of the journal in terms of column design and topic selection. He recommended to strengthen contact with the practice community, speed up the publication, and respond to social needs in a timely manner.

Wang Chunlei, Deputy Editor of the editorial department of CSSE, has proposed a more reasonable evaluation mechanism to create a more relaxed environment for the publication of self-features and adherence to academic missions. In the evaluation mechanism of academic journals, the administrative thinking should be abandoned, and the evaluation of journals should return to the evaluation itself and return to the objective academic state.

Xu Yuheng, Deputy Editor and Editorial Director of Tsinghua University Law Journal, fully affirmed the content of the articles published in Business and Economic Law Review, especially indicating that Xing Zhonghe and He Qipeng have novel topics and reflect the academic style of the publication. Xu Yuheng also hoped to adhere to the magazine's style, column design and topic selection standards.
