“Quality Legal System and Integrity Construction”Forum Held Successfully
On September 2nd, the“Quality Legal System and Integrity Construction” forum, which was jointly organized by the China Trade Association for Anti-counterfeiting and UIBE Product Quality and Safety Legal Research Center,was successfully held in the Beijing Convention Center. More than 200 people from AQSIQ, NPC Law Committee, Economic Committee, People’s Bank, leadership and relevant associations of local quality supervision systems, teachers and students from UIBE participated in the forum.

This forum was presided over by Professor Long Yifei from Renmin University of China School of Law, and Professor Ying Songnian---President of China Law Society Administrative Law Research Association. The speakers were Professor Sachin S. Pandya from University of Connecticut School of Law, Chief Engineer Liu Zhaobin from AQSIQ, Ai Feng, former Chief Editor of “Economic Daily”, Rex Xianquan from Haier Group, and Professor Li Jun, Director of UIBE Product Quality and Safety Legal Research Center.

Professor Li Jun’s topic was: “System Innovation in the Construction of China’s Quality Credit System – Based on the Thinking of the Reputation Mechanism”. He elaborated on the quality credit system construction from both theoretical and practical aspects and analyzed the relationship between quality credit and reputation mechanism. He believes that through more than ten years’ of effort, the quality credit system has made progress in many areas and played an active role in practice. However, the noted that some problems still exists, such as “scattered quality credit information lacks power of integration and sharing, which weakened overall effect”; “single dissemination channel of quality credit information, which weakened the information transmission effects”; and “service supply quality credit information is in shortage”. He believes that we should strengthen system improvement and innovation in order to fully promote the incentive and constraint functions of the reputation mechanism, to impel credit operators and to improve overall credit levels.
Professor Li Jun also highlighted the foundational status and guarantee of the legal system in the construction of quality credit systems and appealed to draw up a basic law of credit information as soon as possible. He also said we should clearly define credit information management system, establishment and operation of credit service organizations, credit information collection, and processing, and effectively promote and guarantee the construction and operation of our social credit system.
Professor Li Jun’s speech received warm response from the participants. At the end of the speech, Chen Gang, Deputy Director of AQSIQ and Huang Guoliang, Secretary of Quality Department made further comments with Professor Li Jun on his policy recommendations in the construction of quality credit system construction in China.

The forum is an important part of the 2014 “Quality Month” launching ceremony and quality experience exchange activities jointly held by AQSIQ, the Central Propaganda Department, Ministry of Public Security and other 37 departments and ministries. This is also an academic activity by UIBE Product Quality and Safety Legal Research Center, which produced wide social influence since 2012 with the “China Quality Safety and Development Forum”. The forum also positively enhanced academic and social impact of quality law research and teaching in UIBE Law School.
