UIBE Law School Hosted Conference on the Publication of the Business and Economic Law Review and “Law Journal Development Seminar”
On December 26, 2018, the School of Law of the University of International Business and Economic (“UIBE Law School”) conference hosted a conference on the publication of the International Business Law Review and the Seminar on the Development of Law Journals. More than 40 guests from the Chinese Law Society, China Law Journal Research Association, China Legal Science, Chinese Journal of Law, Jurist, Peking University Law Journal, Studies in Law and Business, Tsinghua Law Journal, Tribune of Political Science and Law, Law Review, Journal of East China University of Political Science and Law, Global Law Review, Modern Law Science, Law Science Magazine, Oriental Law, Administrative Law Review, China Social Science Excellence, Journal of CUPL, Law and Economy, China Law Review Volume, China Review of Administration of Justice, CNKI, China Knowledge Network, Peking University Legal Information Network (PKU) and the China Council for the Promotion of International Trade’s Legal Department gathered together in UIBE to celebrate this academic event.

The Business and Economic Law Review of UIBE is a legal professional journal that was approved to publish both domestically and internationally in March 2018. The current international economic and business situation is ever-changing, trade protectionism is on the rise, and the multilateral free trade system is facing enormous challenges. In this context, UIBE Law School has reviewed the situation and with the support of relevant authorities, timely established the high-end academic platform of Business and Economic Law Review to strengthen research on international economic rule of law as well as domestic economic legislation. Business and Economic Law Review adheres to the correct direction of public opinion and the direction of administering journals, pays attention to the frontiers of domestic and foreign economic laws, and focuses on the dynamics of international economic and trade legislation, the latest achievements in domestic economic and trade law research, the "One Belt and One Road" initiative, etc. It also focuses on international academic communication, aims to serve the country's open economic new system construction and a basic strategy for comprehensively governing the country according to law.
The opening ceremony was presided over by Professor Shi Jingxia, the president of the School of Law and the editor of the Business and Economic Law Review. Member of the Party Group, Vice President of the Chinese Law Society, Director of the Academic Committee, Professor Zhang Wenxian, Editor-in-Chief of Law and Social Development, Professor Wen Jun, Deputy Secretary of the Party Committee of the University of International Business and Economics, Secretary General of the China Law Journal Research Association, and Deputy Editor-in-Chief of China Legal Science Ms. Wang Liping, Vice President of China International Economic Law Research Institute and Professor Zhang Naigen of Fudan University Law School delivered speeches at the opening ceremony.

On behalf of the University, Professor Wen Jun, deputy secretary of the Party Committee of UIBE welcomed the guests to the conference and introduced the background and process of the publication. She expressed her heartfelt gratitude to the leaders and experts who supported the publication, and said that the UIBE will strongly support the law school to abide by the academic standard and support academics. She also hopes to see UIBE Law School develop and manage the "Business and Economic Law Review", and looks forward to the conference participating experts’ suggestions for forming the academic features of said publication.

Vice President Zhang Wenxian, on behalf of the Chinese Law Society and as an author of the inaugural issue also delivered a speech. He fully affirmed the positioning and characteristics of the Business and Economic Law Review and pointed out the new changes and new situations of the international economic and trade pattern raising higher requirements for our country’s ability in resolving international economic law issues. He hopes that the Business and Economic Law Review will innovate the idea of administering a journal, consolidate the characteristics of the journal, be attentive to major realities and theoretical issues, and provide a good publication. Mr. Zhang also introduced the basic working ideas of the current Chinese Law Society's evaluation of the development of journals, which attracted the attention of the journalists.

Professor Zhang Liping, deputy editor-in-chief of the China Law Journal Research Association, expressed his congratulations on the publication of Business and Economic Law Review. She welcomed this new force in the legal journal industry. She also pointed out that law journals should seriously study and understand the speech of President Zhang Wenxian, insist on correctness of political direction and value orientation, adhere to the scientific academic orientation, always bear in mind the role of legal journals in leading and serving, and play a greater role in deepening the rule of law.

Professor Zhang Naigen spoke on behalf of an author of the inaugural issue. He thanked the Business and Economic Law Review for providing a high-end academic platform for high-quality international economic and trade rule of law research. He believed that the publication of the journal should be in response to the country’s continued need to open up to the outside world, introducing scholars’ research results to serve the country’s policy needs. He hopes that the Business and Economic Law Review will become a forum for promoting the exchange of academics and pragmatics, while enhancing the level of China's economic and trade law research to provide a sustainable high-level forum.

After the opening ceremony, the conference focused on two topics, "The Academic Positioning and Evaluation Mechanism of the Journal of Law Journal" and "Selection Drafts and Characteristic Innovations of Law Journals" for further discussion. Researcher Zhang Guangxing, deputy editor of Legal Studies and the Institute of Law of the Chinese Academy of Social Sciences, presided over the discussion of the first unit.

Professor Wang Xizhuang, editor-in-chief of PKU Law Review believes that the evaluation mechanism is a double-edged sword. On one hand, certain evaluation mechanisms can guide legal research, but at the same time, if the evaluation mechanism is biased in guidance, the impact will be relatively large. As such, he hopes to learn from the China National Knowledge Infrastructure (CNKI), whose number of issuances is objectively reflected in the publication impact factor, rather than a one-sided pursuit of impact factors while reducing the number of posts.

Professor Xu Mingyue, editor-in-chief of Modern Law Science and Professor of Southwest University of Political Science and Law, discussed the impact of the evaluation mechanism of journals on subjects, and analyzed the balance between inviting famous writers and training young scholars. On the development of Business and Economic Law Review, Professor Xu proposed that the school as the organizer should attach great importance to it. While the existing publication evaluation mechanism is an external evaluation system, the school can establish its own internal evaluation mechanism at the same time, regarding it as the core of the school under the premise of ensuring quality, thus encouraging the enthusiasm of the outstanding authors of the school. If neglected, it will affect the development of the publication to a certain extent.

Zhou Hanhua, the editor-in-chief of Global Law Review and researcher in the Institute of Law, Chinese Academy of Social Sciences, fully affirmed the design and editing techniques of the journal and that the Chinese and English annotations were standardized and beautiful. He also introduced his own experience in running journals. Comparing the differences between Chinese Journal of Law and Global Law Review, he proposed to locate the theoretical and practical orientation of the publication, aim for the material practical needs of China, involve theory, and publish high-quality legal research articles that highly integrate domestic and international research.

Professor Gao Shengping, the editor in charge of Jurists Review and associate dean of the School of Law of Renmin University of China, affirmed the column design of Business and Economic Law Review and analyzed how to reflect the characteristics of the journal in terms of column design and topic selection. He also suggested strengthening the contacts and communication with the practice field, speeding up publishing and responding to social needs in a timely manner.

Wang Chunlei, the associate editor and director of Legal and Political Editorial Department of Renmin University’s Copy Edition of the Materials from Periodicals for Reference, proposed to build a more reasonable evaluation mechanism to create a more relaxed environment for the publication to construct self-characteristics and adherence to academic missions. She stated that in the evaluation mechanism of academic journals, we should abandon the administrative thinking, and let the journal evaluation return to the evaluation itself and return to the objective academic state.

Professor Chen Jingshan, associate editor of Journal of CUPL, affirmed the practice of publishing legal educational articles in Business and Economic Law Review. She believed that it is of great significance for the university’s discipline construction and suggested that the university should give energetic support to the new publication.

Xu Yuheng, the associate editor and editorial director of Tsinghua Law Review, fully affirmed the articles published in Business and Economic Law Review, especially indicating that the novel topics by Professor Yu Xingzhong and He Qipeng reflected the academic taste of the journal. She hoped that the journal could adhere to its style, column design and standards for topic selection.

Liu Yuqiong, associate editor of Law Science Magazine, introduced the column design features of Law Science Magazine and stated that the academic journals in law should be good at discovering and promoting the academic development of young scholars.

Chen Yan, associate researcher at the Institute of Rule of Law, Chinese Law Society, introduced the work of law reviews and China Legal Science Citation Index (CLSCI), and held that the evaluation of research results should be balanced with inheritance and innovation.

Professor Kou Li, editor of Tribune of Political Science and Law, gave a comprehensive and detailed comment on the statements by speakers. She hoped that Business and Economic Law Review would be based on its own academic characteristics and refers to the current evaluation mechanism to administer a good publication.

Dr. Chen Minguang, the editor in charge of China Review of Administration of Justice, introduced the background of the China Review of Administration of Justice and its characteristics of being attentive to the trial practice. He also proposed that a diversified system should be implemented for the evaluation of publications.

The associate editor, Zhang Guangxing, made a brief summary, analyzing the impact of the current publication evaluation system on young authors, discipline developments and new publications, and the underlying reasons behind it.

Wang Renbo, professor of China University of Political Science and Law and editor-in-chief of Tribune of Political Science and Law, proposed journal editors of law should have academic appreciation ability, adhere to the academic standard, and grasp the frontiers of major academic theories rather than wholly sticking to the temporary hot topics in society. He stated that editors should have the ability to discover valuable research findings and young scholars with high potential, and they should abide to their academic mission as well.

Professor Ma Changshan, the editor-in-chief of Journal of East China University of Political Science and Law, introduced how academic journals organize topics and select excellent manuscripts. He stated that emphasis should be placed on supporting young authors and maintaining academic bonds between journals and authors.

Professor Wen Shiyang, the associate editor of Studies in Law and Business and professor of Zhongnan University of Economics and Law, believes that academic journals should maintain clear direction, pursue high-level academic taste, demonstrate economic and trade characteristics, and display leading academic achievements.

Professor Wang Qingbin, the associate editor of Administrative Law Review and professor of China University of Political Science and Law, introduced his confusions in publication evaluation and draft selection of new publications. He proposed that young scholars should be supported and promoted, and that editors should strive to solve the existing problems in draft submission and to make sure the quality of publications is well supervised in various ways.

Jiang Guohua, the associate editor of Law Review and professor of the Law School of Wuhan University, stressed that publications should adhere to the inaugural principles of the journals and its original characteristics. He stated that publications’ core values should contain a sense of historical responsibility, academic responsibility and social responsibility, and the purpose of administering journals is to serve both academia and society.

Professor Wu Yiyang, the associate editor of Eastern Legal Science, believes that the beginning of constructing the publication must be carried out with the highest standard, solid support, and articles should be organized and selected around social hot issues and academic frontier issues.

Professor Xing Huiqiang, the editor-in-chief of Law and Economy and professor of the School of Law of the Central University of Finance and Economics, believes that law schools should construct their publications from the level of discipline construction. He stated that youngsters in college should be trained in the editorial department to learn to compile articles and learn to write essays, which is very important to the development of law schools. At the same time, law schools should strive to develop its publication well, increase the resources put into it, and encourage young writers such as doctoral students and lecturers to submit essays.

Yuan Fang, the executive editor of China Law Review, talked about her own experience and understanding concerning the way to adhere to the positioning and characteristics of journals. She further made detailed suggestions on how to use the new media to disseminate publications.

Zhang Si, member of the Ministry of Party and Government Resource Cooperation of CNKI (China National Knowledge Infrastructure), introduced the dissemination of legal journals in the past five years, and stated that digital communication takes all journals into a new era, since it helps to innovate the mode of administering journals, improves the efficiency of running journals and improves the quality of journals.
Guo Ye, the associate editor-in-chief of “www.chinalawinfo.com” and “www.pkulaw.cn”, affirmed the publication’s columns, thematic planning and its funding support. She also suggested on how to use the new media and third-party platform applications to expand the impact of the publication.

Li Qingming, the editor of Chinese Review of International Law and associate researcher at the Institute of International Law of the Chinese Academy of Social Sciences, put forward his own views on topic selection. He believes that the boundary between international law and domestic law is blurred under the new situation, and editors should freely utilize manuscripts on both subjects instead of being limited.

Professor Bian Yongmin, the publishing editor of Business and Economic Law Review and professor of the School of Law of the University of International Business and Economics, spoke on the various problems faced during the publication process of Business and Economic Law Review, and she hoped that all the participating experts would continue to support and assist Business and Economic Law Review.

In his concluding remarks, Professor Wang Yonggui, the director of the Research Department of the University of International Business and Economics, expressed his sincere appreciation to all the experts for coming to support the construction of the Law School and the development of the new edition of Business and Economic Law Review. He also expressed that the Research Department will strive to support the development of Business and Economic Law Review and make it a true platform for all scholars.

Dean Shi Jingxia expressed her appreciation to all the experts for attending the conference, saying that she would fully absorb the experts’ opinions, adhere to academic standards, and run the publication well. This was indeed a high-level conference comprising a large number of experts. There were heated discussions about the relationship between balancing the publication evaluation system and maintaining the original characteristics of the publication. Business and Economic Law Review will abide to its inaugural principle, adhere to the academic standard, and correspond to the needs of the country, striving to establish a high-level research platform for the study of the rule of law in economic and trade regime, and better supplement the academic research of law in China.
